That is why Chinese automakers turning their attention overseas is not a sudden shift, but a natural choice at this stage of industry development. Southeast Asia, in particular, has become one of the most important destinations for new energy vehicles going global. The region has a large population base, growing auto consumption, and in many countries, EV adoption is still in a fast-rising stage. Added to that are proximity to China’s supply chain, a solid manufacturing foundation, and relatively supportive policies, all of which naturally attract Chinese automakers to speed up their presence here.

More importantly, exporting new energy vehicles is never as simple as selling a car overseas. When automakers begin building factories, starting production, hiring people, and bringing in supply chains locally, the impact gradually moves beyond trade and enters the city’s industrial structure itself.

If Chinese automakers expanding into Southeast Asia is the result of both domestic competition and overseas growth opportunities, then the official implementation of RCEP acts like an accelerator on that road. In the past, the hardest part of entering overseas markets was not only whether the cars could sell, but also how to reduce costs, how components could move across borders, how supply chains could connect, and how localization could truly be implemented.


RCEP带来的第一个直接变化,就是关税成本的逐步下降。按照相关安排,成员国之间将分阶段实现超过90%货物贸易零关税,这意味着中国新能源整车、汽车零部件和相关配套产品进入东盟市场时,过去卡在关税上的一部分成本,会被一层一层释放出来。成本降下来之后,企业的打法就会更灵活,终端价格更有竞争力,区域内供应链协同也更容易展开。


The first direct change brought by RCEP is the gradual reduction of tariff costs. Under the relevant arrangements, member countries will gradually achieve zero tariffs on more than 90% of goods trade. This means that when Chinese new energy vehicles, auto parts, and related supporting products enter ASEAN markets, part of the cost previously locked in tariffs will gradually be released. Once costs come down, companies gain more flexibility, end-market pricing becomes more competitive, and regional supply chain coordination becomes easier to execute.


更重要的是,RCEP不只是降关税,它还改变了企业对东南亚产业布局的理解。原产地累积规则让新能源产业链可以在区域内更灵活地分工:电池、电控、零部件、整车组装,不一定都要集中在一个国家,只要在RCEP框架内满足区域价值要求,就能更顺畅地享受规则红利。


More importantly, RCEP is not only about tariff reduction. It also changes how companies understand industrial layout in Southeast Asia. Its rules of origin accumulation allow the new energy vehicle industry chain to divide work more flexibly across the region. Batteries, electronic control systems, components, and vehicle assembly do not all have to be concentrated in one country. As long as the regional value requirement is met under the RCEP framework, companies can enjoy the benefits of the rules more smoothly.
